President of Ukraine Volodymyr Zelenskyy has signed a law simplifying the stay of foreign volunteers and humanitarian workers in Ukraine. Foreign volunteers no longer need to obtain a long-term type D visa to apply for a temporary residence permit in Ukraine.
The amendments were introduced to the Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons” (Bill No. 13071). The Verkhovna Rada adopted the law on March 12, 2026, and the President signed it at the end of March. The new rules will remain in force during martial law and for one year after it ends or is lifted.
Who is exempt from the mandatory visa requirement?
The simplified procedure applies to foreigners and stateless persons (except citizens of the Russian Federation) who:
- work in branches and representative offices of organizations receiving humanitarian aid;
- participate in international and regional volunteer programs;
- are involved in organizations engaged in volunteer activities in accordance with Ukrainian legislation.
Previously, volunteers had to leave Ukraine to obtain a visa, creating significant bureaucratic barriers during wartime. Now, a temporary residence permit in Ukraine can be obtained directly within the country.
Why were these changes introduced?
The new law aims to attract more foreign volunteers to provide humanitarian aid, support civilians, and contribute to Ukraine’s post-war recovery.
According to NGO representatives, removing visa requirements allows volunteers to focus on real assistance instead of spending time and money on administrative procedures.
Important: the new rules do not отменяют registration and other standard migration procedures. Citizens of Russia are not eligible for the simplified process.
