Foreign nationals planning to come to Ukraine as volunteers or humanitarian workers in 2026 can benefit from simplified entry and legalization procedures. Due to recent legislative changes, the process has become significantly easier, especially for citizens of visa-free countries.
Main entry rules for volunteers
1. Visa-free entry (up to 90 days)
Citizens of most EU countries, the United States, Canada, the United Kingdom, Australia, and many other countries may enter Ukraine without a visa for up to 90 days within a 180-day period. This is sufficient to begin volunteer activities. During this stay, foreigners may apply for a temporary residence permit in Ukraine.
2. Simplified procedure for obtaining a temporary residence permit
Since March 2026, foreign volunteers are no longer required to obtain a long-term type D visa to apply for a temporary residence permit. Law No. 13071, signed by the President of Ukraine, abolishes this requirement during martial law and for one year after its termination.
This applies to:
- Volunteers participating in international and regional programs.
- Employees of branches of foreign organizations receiving humanitarian aid.
- Foreign nationals involved in Ukrainian volunteer organizations and humanitarian initiatives.
Important: the simplified procedure does not apply to citizens of the Russian Federation.
What documents are required for legal stay in Ukraine?
- A valid international passport (valid for at least 3 months after the planned departure date).
- Proof of the purpose of the trip — an invitation from a Ukrainian NGO, charity foundation, or volunteer program coordinator.
- Medical insurance (recommended coverage starting from EUR 30,000).
- Proof of sufficient financial support for the stay.
- For a temporary residence permit — documents confirming volunteer activities (volunteer agreement, official letter from the organization, etc.).
After entering Ukraine, volunteers must apply to the territorial office of the State Migration Service of Ukraine or a Center for Administrative Services (CNAP) at their place of stay.
Who still needs a type D visa?
Citizens of countries with visa requirements (as well as countries with high migration risk) are advised to obtain a long-term D-10 visa (humanitarian/volunteer visa) at a Ukrainian embassy or consulate before traveling. After arrival, they may also apply for a temporary residence permit.
