According to the law, capable persons can be volunteers: citizens of Ukraine, stateless persons and foreigners who are legally present on the territory of Ukraine. Minors aged 14 to 18 years have the right to carry out volunteer activities with the consent of their parents, foster parents, guardian or tutor parents. However, they may not provide assistance to the Armed Forces of Ukraine or other military formations, or carry out volunteer work in medical institutions, in response to emergencies of natural or man-made nature.
