A new Resolution of the Cabinet of Ministers of Ukraine of 20 November 2023, No. 1216, introduces important changes to the procedure for registering and accounting for humanitarian aid during martial law. In particular, paragraphs 2-1 and 2-2 of Resolution No. 953 establish a transitional period until 1 April 2024 for the passage of humanitarian aid across the customs border of Ukraine.
During this period, volunteers can use printed declarations of goods recognised as humanitarian aid. Such declarations can be used when crossing the border in paper format, without specifying a unique humanitarian aid code.
