In spring 2022 the procedure for the import of humanitarian aid from abroad into Ukraine was simplified. Humanitarian aid is allowed at the border crossing point by submitting a declaration in paper or electronic form by the person who transports the aid in question. The declaration form can be requested from customs officials and the declaration of aid must be made in full.

In addition to the declaration at the border, an "End User Guarantee Letter" must be submitted for the import of a certain category of non-civilian goods, e.g:

  • portable radios;
  • night vision devices, thermal imaging cameras;
  • plates for body armor;
  • drones, quadcopters for non-civilian use;
  • telescopes, binoculars, magnifiers, monocular;
  • collimator and telescopic sights.

Users can be:

  • law enforcement authorities;
  • a military authority designated by the Ministry of Defense;
  • a military formation formed in accordance with the legislation;
  • other entities engaged in the fight against terrorism in accordance with the law of Ukraine.

In order to import vehicles for the needs of the AFU, it is necessary to provide at the checkpoint:

  • a document identifying the vehicle;
  • obligation of the declaring person to deregister the vehicle;
  • a letter requesting the military formation to operate the vehicle.
