The loss of any documents creates a lot of trouble for all citizens, but the greatest problems are created when the passport documents of Ukrainian citizens are lost, stolen, damaged: a passport in the form of an ID card, a passport document of the 1994 model and / or a foreign passport.

Firstly, under martial law, all citizens, foreigners and stateless persons are required to carry documents identifying their identity. Secondly, without passport documents, elementary possibilities are limited: change the place of residence, register or amend documents for business activities, use the services of banks, notaries ...

First of all, this problem concerns people who suffered as a result of the military aggression of the Russian Federation - they left the combat zone or the occupied territory or lost their documents and property as a result of shelling. For such citizens, the authorities have developed the following algorithms:
- in case of theft of one of these documents, first of all, it is necessary to file a statement about the commission of a crime - theft of a document and obtain an extract from the Unified Register of Pre-trial Investigations. Further, to issue a new document, you must personally approach one of these institutions:

- division of VHI of Ukraine

- center for the provision of administrative services

- Citizen Service Center

To obtain a passport of a citizen of Ukraine in the form of an ID-card, instead of a lost or stolen one, you must submit the following documents:

• application for loss of passport;

• an extract from the Unified Register of Pre-trial Investigations (in case of theft);

• a document that confirms the payment of the administrative fee, or the original document on exemption from payment;

• certificate to the registration authority of the established form about the place of residence;
To apply for a foreign passport, a citizen of Ukraine must submit the following documents:

• passport of a citizen of Ukraine (for a person who has reached the age of 14 and lives in Ukraine);

• a birth certificate or a document that confirms the fact of birth - in the case of obtaining a passport for traveling abroad to a person who has not reached 14 years of age. If one of the parents or both parents of such a person at the time of birth were citizens of another country or persons without citizenship, then a certificate of registration of the person as a citizen of Ukraine is submitted (if the passport is issued for the first time);

• a document that confirms the payment of the administrative fee, or the original document on exemption from payment;

• one color photograph of 10-15 centimeters in size to include the digitized face of the person by means of scanning;

• an application for a passport to travel abroad due to loss or theft;

• an extract from the Unified Register of Pre-trial Investigations (in case of theft);

• a document that confirms the citizenship of Ukraine (or a copy thereof), or information about the documents that were issued earlier, confirming the citizenship of Ukraine and proving the identity - for persons who permanently reside outside of Ukraine, have lost their passport to travel abroad during their stay in Ukraine.

! ATTENTION: you can issue a new document at the place of application, but only in the settlements controlled by Ukraine and where there are no active hostilities.
