On March 14, 2023, the Cabinet of Ministers of Ukraine issued a resolution on resolving certain issues of obtaining and exchanging a driver's license by foreigners and stateless persons who, in the prescribed manner, signed a contract for military service in the Armed Forces, the State Special Transport Service, and the National Guard.
For the period of martial law and for three months after its end, foreigners and stateless persons who, in accordance with the established procedure, signed a contract for military service in the Armed Forces, the State Special Transport Service, the National Guard, instead of documents that confirm their identity and special status , can submit their valid foreign passport document or a document that confirms stateless identity, along with a military ID and a certificate of military service in order to undergo training, retraining and advanced training of vehicle drivers, obtaining a driver's license, exchanging their foreign driver's license to Ukrainian, if it was lost, damaged, stolen.
If you are a foreigner living in Ukraine, but not employed in any of the above institutions, then you must go through a certain procedure to obtain a driver's license for a foreigner.
Although foreigners have the opportunity to drive with a foreign-style license, after obtaining a residence permit, a foreigner is required to obtain a Ukrainian driver's license. On the other hand, you have the right, according to the law of Ukraine, to keep foreign rights for yourself.
Obtaining a Ukrainian driver's license takes 60 days and for this you need to get a certificate, pass an exam at the DAI (without training at a driving school).

1. Pass a medical examination and get a certificate
2. Get trained in a driving school
3. Pass the exam
